PRESIDENT PUT VETO ON BUDGET LAW OF MONGOLIA |

The State Great Khural adopts budget law of 2010 and it was presented to the President of Mongolia on December 4 2009. President Elbegdorj put veto on it. He explains that “… the issue of allocation of 1 billion MNT for each electoral district of 76 MPs collided with the fundamental principles of the Constitution of Mongolia. He expressed his disfavor as quoting “… old and ill habit of the past, converted into different shape and covered with illusionary skin but with same purpose, was repeated.”

Mongolia marked the 20th anniversary of the democracy movement on December 10. The President of Mongolia Ts.Elbegdorj signed in decree to award Hero of Mongolia to MP E.Bat-Uul for his valuable contribution to the democratic movement.

TEMPORARY COMMITTEE FOR CAPITAL CITY SUPPORT ESTABLISHED |

The Standing Committee on Government Organization discussed about the draft protocol to create a stellar dedicated for 20th anniversary of Democracy which was approved to be initiated to Parliament’s meeting. Minister of Mongolia Ch.Khurelbaatar stated that Mongolian people have done a lot to enter market economy and abolish the party governed political system 20 years ago. The stellar will be awarded to those people who contributed the democracy significantly.

STATE CONSTITUTION NEEDS TO BE AMENDED IN ORDER TO CHANGE THE ELECTION SYSTEM |

|
Working group established by the Standing Committee on Government Organization is working on the innovation of Parliament election system. It is discussing to change the majority system which has been used since 1992 to full proportional system. Furthermore, the women quotas are being discussed. But the party groups haven’t yet reached an agreement on the issue. MPRP is supporting the majority system of 76 constituencies. DP on the other hand thinks proportional system is best suited. But the MPs say State Constitution needs to be amended in order to change the election system.
