| Mongolia and SCO: Not only Observation |

On June 15, 2009, the Council of the Shanghai Cooperation Organisation (SCO) started its regular work. The representatives of the country-members (China, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, and Uzbekistan) assembled in Yekaterinburg, Russia to exchange opinions on issues of regional security and the global financial and economic crises. This year the presidents of the six states also signed an SCO Convention against terrorism. The document, taking into account specific features of new challenges and threats, develops the Organisation’s legislation and consolidates the unity of participants. Mongolia takes part in the summit as an observer since 2004 when it became the first country to get this status. Since then, Mongolian representatives have regularly been invited to the meeting of Heads’ of Board of the SCO. In 2009, First vice-premier N. Altankhuyang led the delegation that came to observe the SCO activity. Shanghai Cooperation Organisation (SCO) is an intergovernmental organisation which was founded in 2001 by the leaders of China, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, and Uzbekistan. Except for Uzbekistan, the other countries had been members of the Shanghai Five, founded in 1996; after the inclusion of Uzbekistan in 2001, the organization was renamed. The SCO is primarily dedicated to its member nations’ Central Asian security-related concerns, often describing among the threats it confronts terrorism, separatism and extremism. However its activities in the sphere of social development of its member states have been increasing. Cultural cooperation also occurs in the SCO framework. Culture ministers of the SCO met for the first time in Beijing on April 12, 2002, signing a joint statement for continued cooperation. The third meeting of the Culture Ministers took place in Tashkent, Uzbekistan, on April 27-28, 2006. Mongolian participation in the summit is not only a good tradition, but a bright landmark on the way of regional cooperation that leads to multilateral development.
