The Standing Committee on Government Organization discussed about the draft protocol to create a stellar dedicated for 20th anniversary of Democracy which was approved to be initiated to Parliament’s meeting. Minister of Mongolia Ch.Khurelbaatar stated that Mongolian people have done a lot to enter market economy and abolish the party governed political system 20 years ago. The stellar will be awarded to those people who contributed the democracy significantly. Some MPs asked whether there was enough time to discuss this because the Day of Democracy is due two days later. MP Z.Altai raised concerns whether the stellar were already made and trying to force the Parliament to approve this. His statement was right as 30 thousand stellar were already made before the approval. One stellar costs MNT 3600 and the certificate costs MNT 1000 each. MP D.Enkhbat expressed his opinion on the model of the stellar saying “The socialist stellar had stars. Seems like democratic society’s medals have Christian crest in it” According to Ch.Khurelbaatar the Christian crest was actually a horn pattern which was painted on the shields of Mongolian warriors. MP J.Sukhbaatar said giving stellar to some people may provoke social misunderstanding because each and every Mongolian citizen worked for the democracy. Some MPs even had doubts on whether the democracy day was a celebration. MP Ch.Saikhanbileg said the democracy day is the celebration of all Mongolians. Head of the Standing Committee said it was not right for a draft to be initiated after the medals were made and cautioned the MPs not to do so again. Minister for Internal Affairs Ts.Nyamdorj blamed the President for ordering this. After this, the Standing Committee heard information of Vice PM M.Enkhbold about the implementation of 27th protocol of Law Implementation. The protocol included procedures to reduce the expense of Government organizations and human resource issues. Government administration workers were decreased by five percent while executing employees by four and service workers by two percent in the scope of this work. There are 152.1 thousand government employees in Mongolia. Administrative workers account for 5.5 percent while 63.5 are executing, 25.3 percent in service department and 5.7 percent works as contracted employees. Thanks to the decreasing number of government employees, budget can save MNT 21.144 million. Furthermore, the fuel expense of government organizations excluding fire department, police and ambulance will be reduced by 30 percent while furniture buying expenses by 10 percent. The working group said MNT 25.945 billion can be saved by doing this. MP E.Munkh-Ochir wondered why the district governors hired advisers even though the Government decided to reduce number of employees. According to the explanation, Bayanzurkh, Songinokhairkhan districts can have up to 50, Chingeltei, Bayangol, Khan-Uul up to 45, Baganuur, Nalaikh up to 35 while Bagakhangai up to 25. The governors’ offices can employ necessary staff within this number. Mayor also now has four advisers because the UB population exceeded one million. The Standing Committee also discussed about reducing the number of provinces and soums. At the end of the meeting, MP D.Enkhbat proposed to establish a temporary committee New UB. The committee will provide organizing and legal supports for UB development. The New Ulaanbaatar temporary committee will support not only the capital city but also the new countryside.
